On 8 February 2019, the European Chemicals Agency (ECHA) published guidance on the EU regulation of chemicals in a no-deal Brexit. The guidance states that to keep substances that are registered under the REACH Regulation (Regulation (EC) No 1907/2006) on the EU-27 and European Economic Area (EEA) market, UK-based manufacturers and formulators can either transfer their business to, or appoint an only representative (OR) in, one of the EU-27 or EEA countries. Subject to further developments on Brexit, ECHA will open a Brexit portal in its REACH-IT software system for registering chemicals from 11pm UK time on 29 March 2019 to enable UK-based companies to transfer their registrations.
